I'd like 2 stream at least 3 USB cameras live through OBS - what's the most important part of the PC to consider for powering those cameras?

Each USB port can source only a limited amount of power, frequently 500 ma. Hubs, unless powered are more limited. Each non-powered hub has the power available of 1 port. Use multiple ports over hubs unless you understand these things. I.e. Plug each camera directly into the laptop and it into power to keep its battery up.

The great thing about usbs are that they take virtually no computer power to run said things. As long as you have as many inputs as you need you should be fine.

Powering a USB port requires little to no computing power. Just make sure you have a motherboard with enough USB headers or buy a USB hub.
